Manage and provide technical oversight of the development and implementation of the Country Program (CP) emergency and resilience programming, particularly the multi-year German-Government funded, KFW-managed 'Stabilization and Reconciliation in the Lake Chad Region (STaR) Project' that support high-quality programming to advance Catholic Relief Services' (CRS) work in serving the poor and vulnerable.

Roles and Key Responsibilities:


  • Provide management, guidance, and technical oversight of the STaR project's resilience and recovery activities with interventions in community infrastructure; agriculture & rural livelihoods, social cohesion and local governance that are intended to contribute to stabilization and reconciliation in the most affected regions of the Lake Chad Basin.
  • Throughout the project cycle, ensure project design, start-up, implementation and close-out are in line with CRS quality principles and standards, donor guidelines, and industry best practices.
  • Effectively manage talent for the STaR project and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.
  • Lead the development of program learning - identify opportunities for learning, research and publications in the area of recovery and resilience programming. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices.
  • Contribute to the proactive pursuit of opportunities for new funding to ensure growth of the CP emergency sector portfolio in line with agency, regional, and CP strategic priorities. Serve as the technical lead and technical writer to ensure quality proposals.
  • Oversee technical assistance and capacity strengthening activities in emergency, recovery and resilience programming for staff and partner organizations to enhance program quality and impact.
  • Oversee the identification, assessment and strengthening of partnerships relevant to emergency, recovery and resilience and the appropriate application of partnership concepts, tools and approaches.
  • Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.
  • Monitor staff adherence to security protocols including ensuring that Project staff are aware of, and comply with, CRS personnel safety and security policies and procedures and the dissemination of safety and security SoPs/plans.
  • Attend security related meetings with partners and other actors on behalf of CRS and ensure the that the CoP, CR and CM are informed of developments and recommended outcomes from these meetings.

· Help grow our emergency portfolio, and work in collaboration with colleagues to identify opportunities

· Coordinate activities in Maroua and Kousseri, Bertoua, Gaoua Boulai, BatouriGaroua and Bamenda Sub offices.

Security Management


  • Monitor staff adherence to security protocols including ensuring that Bamenda staff are aware of, and comply with, CRS personnel safety and security policies and procedures and the dissemination of safety and security SoPs/plans.
  • Ensure effective application of security measures and tools (control systems, activity logs at the office and CRS residence)
  • Attend all security related meetings with partners and other actors on behalf of CRS in Bamenda, and ensure the CR and CP Security Officer are informed of developments and recommended outcomes from these meetings.

· Ensure regular communication with the Security unit of the UN i.e UNDSS in Bamenda, local administrative authorities, Church Partners and other INGOs to gather and verify security information, and make security recommendations

· Systematically provide security and safety briefing to new staff and visitors to the CRS Bamenda Office upon their arrival and ensure their effective documentation (debriefing of visitors and staff)..

Partnership Management


  • Serve as primary contact person with implementing partners to identify major areas for capacity strengthening and compliance with CRS and donor requirements.

Documentation


  • Ensure the identification, documentation, sharing and adoption of best practices and lessons learned.
  • Provide inputs to a written case study, specifically about market support activities, by the end of the program.

Beneficiary accountability


  • Ensure active participation of beneficiaries and other stakeholders in program activities.
  • Ensure transparent and effective targeting of project participants based on clear criteria and participatory methods.
